New offline license

For a brand-new customer whose location has no usable internet at signup -- take their company details and device ID (shown on their Setup screen) over the phone, fill this in, then read back the license number, PIN, and offline code it generates so they can finish Setup without ever going online.

Users

Admins can approve requests and edit licenses. Support can view every record but can't approve, edit, renew, or enable a license.

Edit account

Update this company's details -- license number, PIN, devices, and expiry aren't touched here.

Doesn't remove any device already registered -- just raises or lowers how many can be added going forward.
